PROGRAM OF MEASURES WORKSHOP HELD IN ANKARA

'Activity 5.7 Program of Measures Workshop' of the 'Technical Assistance on Preparation of River Basin Management Plans for 6 Basins' project co-financed by the European Union and Türkiye within the scope of the IPA-2 period of the European Union Instrument for Pre-Accession Assistance was organized on 5-6 September 2024 at Ankara Holiday Inn Hotel. Deputy Director General of Water Management Mr Dr. Yakup KARAASLAN, Contract Manager of the Department of EU Investments of the General Directorate of the Ministry of Environment, Urbanization and Climate Change, Ms Nurnisa ELÇİN,  the General Directorate of Water Management, General Directorate of Iller Bank, General Directorate of State Hydraulic Works, General Directorate of Forestry, General Directorate of Nature Conservation and National Parks, General Directorate of Agricultural Reform, General Directorate of Crop Production, General Directorate of Fisheries and Aquaculture, General Directorate of EIA, Permit and Inspection, General Directorate of Public Health, General Directorate of Mineral Research and Exploration, Managers of the consortium consisting of DAI Global, NFB Engineering and Consulting, Finnish Environmental Institute SYKE and ACC Consulting, and technical assistance team participated in the workshop. The workshop was attended by 89 participants on the first day and 70 participants on the second day.

On the first day of the Workshop, following the opening speech of Dr. Yakup Karaaslan, Deputy Director General of Water Management, the Introduction of the Workshop Objectives and Agenda was presented by Dr. Emre Köken, Acting Team Leader. Kizilirmak Basin Responsible Mr Mustafa Kemal Türkeri delivered the presentation on 'Addressing Climate Change Related Issues in RBMPs & Implementation of Guidance Document No. 24'. The presentations on the 'Integration of Climate Change Scenarios into the Program of Measures in Six River Basins' were delivered by junior non-key expert Mr Memduh Ardıç. The presentation on the 'Integrated Implementation of the Marine Strategy Framework Directive and the Water Framework Directive on the Situation in Coastal Waters' was delivered by senior non-key expert Mr Samuli Korpinen.

Dr. Meltem Kaçıkoç, a Faculty Member of Isparta Süleyman Demirel University, gave a presentation on 'Draft Quantitative Measures in Six River Basins'. The following presentation on 'Current Status of SEA studies in Finland, Lessons Learned for Measures' was made by senior non-key expert Mr Jukka Aroviita Lastly, Ms Beste Doğan from Hidrowell Engineering and Consultancy gave a presentation on the 'Draft Program of Measures for GW bodies in the Six River Basins'. The first day of the Program of Measures workshop was completed with a discussion/ questions and answers session.

On the second day of the workshop, the summary of the first day was presented by Dr. Emre Köken. Then, a presentation on the Implementation of the Program of Measures in Greece: Successes, Challenges and Lessons Learned was presented by Mr Giorgios Barboutis from Enveco Company. Afterwards, the presentation on Draft Measures and First Results on Urban Wastewater Management in Six River Basins was delivered by Dr. Emre Köken.

Doğu Akdeniz Basin ResponsibleMs Oytun Ceren delivered the presentation on Draft Measures for Other Types of Pressures in the Six River Basins. The presentation on Hydromorphological Changes and Pressures, Mitigation Measures, and Restoration Measures was delivered by senior non-key expert Mr. Jarno Turunen. Lastly, the presentation on Draft Measures on Diffuse Pressures in Six River Basins was made by Marmara Basin Responsible Ms Emine Girgin. 

The closing speech was delivered by Mr Ozan Soytürk, Section Manager of the Basin Management Department. The workshop ended after the questions and answers session.
